Relating to the salaries of State officers and employees, except the salaries and other compensation of District Judges and of State officers and employees whose salary rates are not controlled by appropriation Acts; specifically providing that the Legislature shall fix the amount of compensation to be paid clerks of the Courts of Civil Appeals, the Supreme Court, and the Court of Criminal Appeals out of the fees of office.
