Relating to providing for the right of appeal from Orders of Temporary Hospitalization, Observation and Treatment; providing for closed hearings on the Application for Temporary Hospitalization, Observation and Treatment of a proposed patient and/or on the Petition for Indefinite Commitment of a person to a mental hospital, only when the consent of the proposed patient or person first shall have been obtained.
