Relating to amending the Texas Banking Code of 1943, by adding a provision that banks shall not be required to disclose the amount deposited by any depositor to third parties except where the depositor or the bank is made a proper or necessary party in a court of competent jurisdiction, or in response to a subpoena issued by a legislative investigating committee, or in response to a request for examination of records by the Attorney General.
