Relating to decreasing the city permit fee or street rental charge which may be charged by incorporated cities or towns for the operation of each motor vehicle transporting passengers for hire other than motor vehicles operating under a permit or certificate of the Railroad Commission of the State of Texas, or the Interstate Commerce Commission.
