Relating to providing for the conveyance by the Chairman of the Board of Directors of Texas Technological College, on behalf of the State of Texas, to the City of Lubbock, of a permanent water line easement in order to construct, reconstruct, and perpetually maintain a water line together with all appurtenances thereto, in, under, and across certain lands in Lubbock County, Texas, being a part of the lands of Texas Technological College.
