Relating to the licensure of administrators of child-caring institutions by the State Department of Public Welfare; prohibiting any person from serving as an administrator of a child-caring institution unless he holds a license and providing a penalty; providing for the revocation of the license of a child-caring institution which employs an unlicensed child care administrator; and declaring an emergency.
