Relating to authorizing fire fighters in certain cities to organize and bargain collectively as to wages, hours, and other conditions of employment of such fire fighters, and providing for local option; relating to the right of fire fighters to join and participate in any association for the purpose of mutual consultation with their employer for certain purposes under certain conditions; making strikes, lockouts, work stoppages, and slow downs of fire fighters unlawful, and prescribing penalties and establishing procedures therefor; providing procedures for the commencement and standards for the conduct of consultations; providing for open meetings of deliberations pertaining to collective bargaining; relating to membership of fire fighters in any association under this Act; authorizing and requiring such city and such representative of fire fighters to reduce to signed, written contract any agreement which may be reached on such subjects; providing for and requiring arbitration as the appropriate procedure to resolve any impasse which may be reached during mutual consultation; providing procedures for commencement and standards for the conduct of arbitration; requiring compliance with contracts and awards in arbitration under the Act; providing for judicial enforcement of the Act; making related provisions designed to effectuate the purposes of the Act; providing for a declaration of policy, liberal construction, definitions of certain terms, severability, precedence over contrary clauses; and declaring an emergency.
