Providing for presidential preference primary elections in this state and for selection of delegates to the national conventions of political parties by the winning candidates in the primaries; also making provisions in regard to the selection of presidential elector candidates and the placement of the names of presidential elector candidates and the placement of the names of presidential and vice-presidential candidates on the general election ballot; amending the Texas Election Code by amending Subsection (a), Section 238, as amended (Article 13.58, Vernon's Texas Election Code), and by adding Section 235a; and declaring an emergency.
