Relating to appointment of Humane Officers by duly incorporated Humane Societies, organized for the Prevention of Cruelty to Animals; providing for the appointment and authority of such Humane Officers; providing for record keeping by the county clerk and sheriff; providing for the examination of appointee; providing for the appointment of such appointee; and providing for the powers of such Humane Officers.
