Amending Chapter 44, Acts of the 57th Legislature, 3rd Called Session, 1962, relating to the Velasco Drainage District by amending Sections 2 and 5 thereof, respectively, and by adding a new Section 2A; finding that the requirements of Sections 59(d) and 59(e), respectively, of Article XVI of the Constitution of Texas have been fully met; containing other provisions relating to the subject; providing a severability clause.
