Providing for all persons, other than service stations, who act in the distribution of diesel fuel, to report to the Comptroller on meter readings within both testing requirements and temperature adjustments as the Comptroller may promulgate through rules and regulations; providing for all suppliers who sell or deliver liquefied gas in bulk to report to the Comptroller on meter readings within the testing requirements and both the temperature and pressure adjustments as the Comptroller may promulgate through rules and regulations; prescribing an effective date.
