Relating to excluding land from the Clear Lake City Water Authority on the effective date of the Act; defining the boundaries of the land to be excluded; divesting Clear Lake City Water Authority of all rights, powers, privileges, authority and functions with respect to the excluded land; providing that as to voted obligations to existing and outstanding at the time of such exclusion, the excluded land remain liable for the payment of taxes in accordance with the taxable values at the date of exclusion; providing that when such obligations are paid or refunded, the excluded land be released from the obligation to pay further taxes.
