Relating to the Rio Grande Valley Municipal Water Authority, deleting certain restrictions upon said authority, to wit, the power to divert, impound, store, treat, or transport water for agricultural purposes, and providing water rights from the Rio Grand River; providing for severability of the Act; and declaring an emergency.
