Relating to validating all office forfeitures of lands heretofore made by the Commissioner of the General Land Office for the non-payment of an part of the interest due thereon, which land has been heretofore sold by the State through any of its authorized agencies, and without reference to the date when, or acts of the Legislature under which said sales were made.
