Relating to authorizing the incorporation of corporate bodies with banking and discounting privileges, and providing for a system of state supervision, regulation and control of banks and other financial institutions placed under the supervision of the Banking Department, to the end that all depositors and creditors of such bodies shall be adequately protected and secured.
