Relating to provide that it shall be unlawful for governing board of any state agency created under Section 59, Article XVI, to transact any official business except at the principal office of such state agency as fixed by the Act creating such agency, in an open meeting; providing penalties for the violation hereof; repealing all laws and parts of laws in conflict herewith.
