Relating to authorizing cities and towns on the coast of the Gulf of Mexico to purchase, construct, own, maintain, improve, repair, operate, or lease any wharf, pier, pavilion, dock, harbor or boat basin, and such other facilities as may be deemed advisable in connection therewith, including ferries; authorizing such cities and towns to issue negotiable bonds payable from the income to be derived from the operation of the facilities and negotiable bonds to be payable from an ad valorem tax.
