Relating to the disposition of unclaimed property held or owing by banking organizations; providing for transfer and payment to the State of property presumed to be abandoned, as defined in the Act, subject to stated rights of the owners to establish ownership; and providing procedures, remedies and penalties for administration and enforcement of the Act.
