Relating to proposing a constitutional amendment to create the Texas Water Development Board and establish a Water Development Fund and Water Development Guaranty Fund; authorizing the State to issue bonds, make loans, and guarantee obligations for the development and conservation of the water resources of the State; and providing revenues for payment of obligations for which the State becomes liable.
