Relating to authorizing Texas Water Development Board to issue revenue bonds for the purpose of carrying out any one or more of its powers which bonds may be secured solely by revenues accruing to the Board exclusive of monies received from the General Revenue Fund from the State of Texas and money received from water resources or facilities acquired with the proceeds of Texas Water Development Bonds; providing for the terms and conditions of such bonds, the sale thereof and other matters in the premises.
