Relating to the creation of a Texas Motor Vehicle Public Liability Insurance Corporation authorized to write motor vehicle liability insurance to cover units of government throughout the State within the liability provisions of the Texas Tort Claims Act, and employee liability insurance for State departments as provided by the Texas Tort Claims Act.
