Relating to the payment and disposition of royalties from oil and gas leases covering land leased by the School Land Board, a board for lease of state lands other than the Board for Lease of University Lands, and certain surface owners leasing Relinquishment Act land; authorizing provisions in the lease not inconsistent with this Act.
