Relating state agencies and departments to submit quarterly expenditure plans; authorizing the governor, as the state's chief executive officer, to review agency and department expenditure plans; authorizing the governor to withhold spending approval for certain expenditures; authorizing the governor to transfer certain funds within a state agency or department; providing a severability clause; and declaring an emergency.
