Providing for an agency to be entitled the Human Relations Commission; relating to regulation of certain discriminatory acts; providing for the membership, organization, functions, powers and duties of the commission in cooperation with other agencies, departments and institutions; defining unlawful discriminatory acts; excepting certain acts as not being discriminatory; providing for filing of complaints and charges, for hearings, and reports; providing for judicial hearings and enforcement procedures transferring appropriations, property, records, and supplies of Governor's Committee on Human Relations.
