Authorizing the State Board of Control to establish and administer a parking program for state employees and officials within the permanent parking facilities owned by the state and located in the Capitol Complex area and under the managnement of the State Board of Control; authorizing the establishment of rules and regulations necessary for the administration of such parking program, including the authority to establish and collect a reasonable monthly parking charge for each assigned parking space within the facilities; creating a special fund in the State Treasury for the deposit of parking charges collected and authorizing expenditures for maintenance and operating costs incurred in administering such parking program.
