SB 589, 64th R.S.
Declaring that it is necessary, in order to implement the state policy, to encourage and promote the development of regional and area-wide waste collection, treatment, and disposal systems ("systems"), to protect and preserve the quality of the waters of the state, and to authorize conservation and reclamation districts to issue bonds for the purpose of purchasing capacity in or a right to have the wastes of such districts treated in systems owned or to be owned exclusively or in part by other public agencies; authorizing such districts to make such purchases or acquire such rights with the proceeds of bonds issued for the purpose of constructing systems; authorizing the issuance of bonds for the purpose of making such purchases or acquiring such rights; validating all proceedings, governmental acts, orders, resolutions, contracts, and other instruments heretofore adopted or executed by a governing body of a district, and of all officers and officials thereof, authorizing the use of bond proceeds or the issuance of bonds for such purposes.
