Relating to the establishment of a procedure for resolving differences between agencies on matters relating to the equitable mitigation of adverse impacts on fish and wildlife resources of various construction practices and expediting decisions necessary for federal coordination; granting certain powers and duties to the governor; directing that a study be made of the subject of mitigation by a joint interim committee and prescribing its powers, duties, and authority; providing for an expiration date and severability; and declaring an emergency.
