Relating to the power of certain cities to provide funds to any mortgage lenders for the purpose of enabling such mortgage lender to provide funds to finance or refinance the acquisition, construction, or rehabilitation of residential property for dwelling units to be occupied by one or more persons of low and moderate income within the corporate limits of the eligible city.
