Providing for the establishment and operation of a criminal history record system within the Texas Department of Public Safety; relating to an individual's access to personally identifiable information maintained by an agency; excepting certain medical and investigative information; providing procedures and standards for challenging and changing personally identifiable information maintained by an agency; creating the panel on information appeals and giving it certain powers and authority; requiring certain reports of criminal justice information; placing responsibility on agencies to prevent unauthorized access to information; providing for release of certain names and addresses in connection with providing the named persons with certain educational material; providing procedures for recording disseminations of personally identifiable information by an agency; prohibiting waiver of the protection of this Act; providing remedies and penalties; and declaring an emergency.
