Relating to the powers and duties of the Texas Department of Mental Health and Mental Retardation and to certain community centers to receive relevant conviction data on applicants for employment, to deny employment to unqualified applicants, to promulgate rules, to perform psychological testing, and relating to the confidentiality of conviction data.
