Relating to the creation, funding, dissolution, and powers and duties of a special district in counties with a population of more than 2 million and certain adjacent territory to administer a system by which the 9-1-1 telephone number is used as the primary emergency telephone number and to the powers and duties of the director and of the board of managers.
