Relating to granting public hospitals the right to reimbursement from the State of Texas for the reasonable cost of medical care and treatment rendered to indigents; providing for the submission of claims to the Comptroller of Public Accounts; providing for the right to sue the state in the event such claims are not paid within a certain time; providing for the enforcement of judgments against the state; providing that claims and judgments shall be paid only by direct appropriation made by the Legislature for the purpose of satisfying such claims and judgments.
