Proposing an amendment to section 15 of Article I of the Constitution of Texas, and providing that the Legislature may authorize the commitment of insane persons, idiots, lunatics and/or epileptics without the necessity of a trial by jury.

Proposition For the amendment of Article 1, Section 15, of the State Constitution by adding to said Section a provision to the effect that the Legislature may provide for the temporary commitment of mentally ill persons not charged with a criminal offense by the County Court without the necessity of a jury trial.
