Relating to the registration and certification of persons engaged in the assessment of property for ad valorem taxation; creating the State Board of Registration and Professional Certification for Assessors in Texas; providing for membership, terms, organization, functions and duties of the board; providing procedures for carrying out the terms of this Act; providing for fees, the establishment of the Assessor's Registration Fund, and the payment of compensation and expenses; providing enforcement procedures, providing qualifications, duties, and standards of conduct for persons engaged in assessing property; defining certain offenses and providing penalties; and declaring an emergency.
