SB 436, 64th R.S.
Revising the Texas Disaster Act of 1973 (Article 6889-6, Vernon's Texas Civil Statutes); relating to a program for the prevention of, preparation for, response to, and relief or recovery for disasters as defined in this Act; establishing a Disaster Prevention and Recovery Commission and a Disaster Prevention and Recovery Department; authorizing the establishment of a Disaster Prevention and Relief Council; authorizing the maintenance of local, county, or interjurisdictional disaster agencies and certain municipal agencies, prescribing the functions, powers, and duties of the governor, the legislature, the commission, and the department created by this Act, the executive director of the department, existing state agencies, boards and commissions, governing bodies of political subdivisions of the state and local and interjurisdictional agencies; providing the relationship of this Act to other laws and other lawful activities; exempting persons from liability in certain circumstances; providing for coordination of all plans and facilities, including interstate cooperation and cooperation with the federal government; providing for community disaster loans and grants to disaster victims; making certain rules as to compensation of persons for services rendered or property used, damaged, lost, or destroyed during a disaster; providing for financing and creating a Disaster Contingency Fund; providing penalties.
