Relating to medical malpractice and the practice of medicine in the State of Texas, creating a mutual casualty insurance company for the issuance of professional liability insurance coverage to physicians in order to provide payment to injured parties for medical malpractice claims resulting from the rendering of or failure to render professional services by physicians or other authorized health care professionals; authorizing a tax on physicians to create the mutual casualty insurance company and means to collect the tax; granting certain tax dedications and exemptions; defining the scope of recovery and limiting the liability for certain injuries or acts; defining certain terms; and generally relating to medical malpractice and payment of claims therefore; and grantinng certain powers and duties to certain officials and offices in relation thereto.
