Relating to telecommunications services for certain state agencies; vesting certain duties and functions in the State Board of Control; relating to the funding of the telecommunications system and authorizing pro rata payment for such services by the state agencies through the comptroller of public accounts; authorizing the board to contract with other local and state agencies for utilization of the telecommunications system.
