Relating to the establishment, jurisdiction, and operation of municipal courts of record for the purpose of hearing non-traffic cases in any city with a population of more than 800,000 as determined by the last preceding federal census and providing for municipal judges and other personnel of the courts; prescribing the appeals from municipal courts of record; providing an effective date.
