Creating municipal courts of record in the City of San Antonio; prescribing the jurisdiction, organization, administration, procedure, and power of municipal courts of record; prescribing the practice in such courts and the appeals from the municipal courts of records; providing for appointment of a judge, court reporter, clerk, and personnel of the court; providing for conforming of the criminal jurisdiction of other courts to the municipal courts of record.
