Providing for negotiation of an agreement with the Secretary of Health, Education and Welfare enabling the Commissioner of Health to make recommendations to the Secretary of Health, Education and Welfare with respect to capital expenditures in the construction of health care facilities and health maintenance organizations within this state; defining terms; requiring persons proposing capital expenditures as defined in the Act to obtain a recommendation that the expenditures are consistent with standards, criteria or plans developed pursuant to certain federal acts, as defined herein; establishing methods of administration and control; authorizing the acceptance and expenditure of any grant, gift or contribution to assist in meeting to cost of carrying out the purposes of this Act; providing for cooperation with the public health planning regions and the Division of Hospital Survey and Construction of the Texas State Department of Health; repealing all laws in conflict; providing for severability; and declaring an emergency.
