Amending Title 102, Vernon's Texas Civil Statutes, by adding thereto a new Article 6008b-1 relating to the powers of the Railroad Commission to direct and enforce cooperation among persons owning or controlling production, leases, royalties, or other oil and gas property interests along each side of a voluntarily pooled unit's boundary lines; providing for severability; and declaring an emergency.
