Creating a municipal court of record for City of Odessa; providing the qualifications of the judge of said court; providing for a court reporter; providing for the application to such court of other laws relating to municipal courts not inconsistent with the provisions of the Act; providing that appeals from such court will be to the County Court and County Court at Law of Ector County and will be based upon points of error shown by the record and shall not be by trial de novo; requiring a motion for new trial setting out the points of error; requiring a notice of appeal; providing for what shall constitute the record on appeal; providing that the time limits for the appellate procedures and otherwise providing the requirements of the appellate procedure; providing for further appeals to the Court of Criminal Appeals; providing a severability clause; and declaring an emergency.
