Relating to officers and employees of the State of Texas; providing a comprehensive and uniform state personnel system for employees of the State of Texas; creating and establishing a state personnel board and providing for its authority and operation; defining terms; making certain findings and declarations of legislative policy; establishing standards and guidelines for the recruitment, selection, development and maintenance of an effective, responsive and productive work force, including policies and procedures for employee hiring and advancement, training and career development, job classification, salary administration, employee grievances, fringe benefits, compensation, discipline, discharge and other related employer-employee relationships; establishing guidelines for standards of conduct for state employees; making certain exemptions; prohibiting discrimination in state service because of race, sex, religion, color, political affiliation or national origin; delegating authority for the making of rules and regulations necessary to implement and carry out the purpose of this Act in all its particulars; providing a severability clause; repealing all laws in conflict with this Act; incorporating the classification officer and merit system council into the department of personnel and providing for the transfer of records, property and employees to the department of personnel and safeguarding the compensation and benefits of such transferred employees.
