Relating to authorizing the Banking Commissioner of Texas, with the approval of a majority of the Finance Commission and the Governor of Texas, to proclaim a financial moratorium for and to invoke a uniform limitation on withdrawal of deposits from all banks within the State and providing penalties for failure to comply with the Commissioner's proclamation.
