Proposing an amendment to the Constitution of Texas to abolish all State ad valorem taxes on property in accordance with the schedule herein stated; to provide for the creation of a trust fund (known as The Reserve Fund) for the benefit of widows of Confederate veterans and eligible former Texas Rangers and their widows and mortuary claims; donating certain delinquent State ad valorem taxes to the counties in which they are levied and assessed.
