Relating to authorizing the Commissioner of the General Land Office to execute agreements on behalf of the Permanent University Fund of the State of Texas that provide for the payment by University oil and gas lessees of compensatory royalty in lieu of drilling offset wells that may be required to protect University lands from drainage from wells located on adjacent University or non-University acreage.
