Relating to amending certain Acts excluding from the operation thereof a water control and improvement district operating under a joint operation or ownership contract with any other water control and improvement district, water improvement district, or fresh water supply district which is not in its entirety a part of the city, to which the water control and improvement district is sought to be annexed.
