Relating to providing for establishment of a comprehensive experimental program for educationally deficient adults in Texas eighteen (18) years of age or older at some location in the state having a high percentage of such educationally deficient adults in its population; making an appropriation for implementation of the program in the biennium beginning September 1, 1963.
