Proposing an Amendment to Article I of the Constitution of the State of Texas, by adding thereto another section following Section 15, providing that the legislature may provide for commitment in lunacy cases without a jury; further providing for the submission of this amendment to the voters of this State; prescribing the form of ballot; providing for the proclamation and publication thereof.
