Relating to validating with certain exceptions annexations by cities and towns of less than one hundred thousand (100,000) inhabitants heretofore made of territories of water control and improvement districts and fresh water supply districts and the taking over the properties and assets of such districts and the assumption of debts and liabilities and obligations by such cities and towns, and bonds issued by such cities and towns to refund district obligations.
